Abstract：Regional cultural ideas have effects on the regional development subject unconsciously, and as a restricting factor, they affect all kinds of action including economic action of the regional development subject. The regional active is an obscure and synthetic judgement and description of the status of the regional development including economic active, system active and social active, and so on. …Depending on the regional development subject as a carrier and medium, the regional cultural ideas influence both sides of the regional active, and the influence shows derivative and permeability, so it becomes the power-source and background factor of the regional active. The regional development is based on the natural resources, but the depth, scope and angles of the utilization relied more on the social humanity including regional cultural ideas. As far as the time and the average condition are considered, being the first productive forceal science and technology have made a decisive role to the development model. However, under the condition of a specific space time, regional culture facts have a great impact on the economic modernization. There is intimate inner logical connection, unanimity and coupling during the regional model of the economic modernization and the different regional historical tradition and the cultural background. For example Wu-yue culture to southern Jiang-su model and Wen-zhou model, northern Jiang-su culture to Geng-che model. This paper is based on the research of the comprehensive national power. Here it uses regional comprehensive power to reflect the regional condition and regional power and the action or statue in a larger region. The regional comprehensive power is based on the regional natural power. At the same time it is a synthetical and concentrate reflection of the regional political power, economical power and cultural power. Among them, the natural power is the basis; the economical power is the core, and the cultural power is the source of power. In a word, as the regional cultural ideas produce a great impact on the regional development subject, they also affect regional activity, regional developing pattern, regional comprehensive power subject. They take part in regional economic and social circulations. They have become an important factor of regional sustainable development.
